Town commissioners to review & appoint members to Downtown Pittsboro Advisory Board

Pittsboro, NC – The Town of Pittsboro seeks to form a Downtown Pittsboro Advisory Board to serve as an advisory committee for the Town’s downtown efforts. This includes assisting in the administration of the Town’s Main Street affiliate program. A list is included below for potential appointments if the town board wishes to appoint any or all members of the advisory board.
Action recommended at the May 23 town board meeting: Review applicants and appoint board members for the Downtown Pittsboro Advisory Board as desired.

The Board of Commissioners approved the Downtown Pittsboro Advisory Board eligibility requirements and term parameters on February 14, 2022.
• To date, staff has received interest from the parties listed below.
• Staff has grouped each applicant by their eligibility with an assignment for Main Street district or General Business. Please note that each person assigned to Main Street district is also eligible for consideration as a General Business appointment, but not vice versa.
• Staff has chosen not to recruit or offer selections for the ex officio positions until the voting board membership is set.
• The Board should also consider who from the list of appointments will serve an artificially staggered term at the outset to ensure proper staggering of the board terms into the future.

Downtown Pittsboro Advisory Board Eligibility Requirements and Term Parameters
Appointment of Members; Terms.
All appointments shall be made by the Town of Pittsboro Board of Commissioners. The Downtown Advisory Board shall consist of eighteen (18) members, including eleven (11) voting members and seven (7) ex officio non-voting members. The official staff liaison to the Downtown Advisory Board shall be the Planning Director, or his/her designee.

Membership shall be composed from the following membership categories:
Voting Members (11) – 3-year Terms, staggered

Main Street District Stakeholder Members: Seven (7) total members from this category and the composition may include the following:
▪ Main Street District Located Restaurant or Bar Owner / Manager
▪ Main Street District Located Retail Business Owner / Manager
▪ Main Street District Located Business Owner / Manager
▪ Main Street District Located Resident (Residential Landowner)
▪ Main Street District Located Property Owner (Non-Residential Landowner)

Business or Development Industry Stakeholder Members: Four (4) total members from this category and the composition may include the following:
▪ Representative from Pittsboro Business Association
▪ Representative from Circle City Merchants
▪ Pittsboro Located Restaurant or Bar Owner / Manager
▪ Pittsboro Located Retail Business Owner / Manager
▪ Pittsboro Located Business Owner / Manager
▪ Pittsboro Located Resident (Residential Landowner)
▪ Pittsboro Located Resident (Residential Landowner)
▪ Land Developer
▪ Building Contractor
▪ Architect
▪ Contract, Real Estate, or Land Use Attorney
▪ Landscape Professional

Ex Officio Non-Voting Members (7) – No Term Limits
▪ One (1) Local High School Student
▪ One (1) Representative from Chatham County Historical Association
▪ One (1) Representative from Chatham Chamber of Commerce
▪ One (1) Representative from Pittsboro-Siler City Convention and Visitors Bureau
▪ One (1) Representative from Chatham Economic Development Corporation
One (1) Representative from the Chatham County Planning Department
▪ One (1) Representative from the Central Carolina Community College Small Business Center

Members of the Pittsboro Downtown Advisory Board shall be appointed for three-year, staggered terms with the term for each member to expire on June 30 of the calendar year. Members may be reappointed to two consecutive terms, before being required to sit off the board for at least one year. The Town Board of Commissioners shall have the authority to designate the terms for newly appointed members as one-, two- and three-year terms in order to maintain staggered terms, as the Town Board of Commissioners deems appropriate.

Vacancies.
Vacancies in the office of any member of the Pittsboro Downtown Advisory Board shall be filled by the Town Board of Commissioners for the unexpired term.

Compensation.
Members of the Pittsboro Downtown Advisory Board shall serve without compensation.
