Pittsboro, NC – The Board of Commissioners for the Town of Pittsboro will hold a meeting at 7 pm on Monday, May 23rd, 2022.
This regular meeting will be held in a hybrid format with the Board of Commissioners, Town staff, and media at the Chatham County Agriculture and Conference Center (1192 US-64 Business, Pittsboro, NC 27312) with the public participating remotely via Zoom. The meeting will also be streamed to the Town’s YouTube page, though no remote participation is available through the YouTube Platform. Please note that the livestream does not show presentations on the screen for residents watching from home but instead shows the meeting chambers so that commissioners are seen and heard throughout the entire meeting.

NEW BUSINESSAdoption of the Manager’s Proposed Annual Budget for Fiscal Year 2022-23
▪ Description: The Manager’s Recommended Budget has been reviewed and amended
via a series of input sessions, including one Special Session of the Board at the April
7, 2022 Budget Retreat and two Public Hearings on the proposed budget on April 25,
2022 and May 9, 2022, respectively. The budget has been prepared for adoption and is
ready for adoption if the Board wishes to adopt the Fiscal Year 2022-23 Annual Budget
for the Town of Pittsboro.
▪ Action Recommended: Approve the budget ordinance as presented by the Manager for
the annual budget of the Town of Pittsboro for Fiscal Year 2022-23 consistent with the
Local Government Budget and Fiscal Control Act including the setting of the levy of
ad valorem taxes at the rate of 0.44 per $100 of valuation.Town of Pittsboro Local Government Commission (LGC) Financial Performance
Indicators of Concern (FPICs) for Fiscal Year 2020-2021
▪ Description: The North Carolina Department of State Treasurer specifies that
the governing body should be notified by its auditor during the presentation of the
audited financial statements of any significant deficiencies, material weaknesses, other
findings, or Financial Performance Indicators of Concern. The auditor must
also notify the governing body of their requirement to submit a response, if applicable.
Details on the auditor’s responsibilities are available in North Carolina Administrative
Code 20 NCAC 02 .0502. After a written response is developed and signed as required,
the response should be submitted to the LGC.
▪ Action Recommended: Authorize the Mayor, Town Manager, Finance Officer, and
Three (3) Commissioners to Execute the Document(s) to be sent to the LGC.Resolution Declaring Intent to Regionalize Town of Pittsboro Water and Wastewater
Utility with the City of Sanford
▪ Description: Over the last several years, the Town of Pittsboro has investigated its
options towards providing reliable and consistent water and wastewater (sewer) service
to our existing and future customers. After analyzing the alternatives available to the
Town, the Town finds that moving forward with a regional approach to water and
wastewater needs with a merger of the Town’s system with the City of Sanford is the
most advantageous option. This Resolution will declare that intent and direct the Town
Manager to communicate to and request concurrence from the City of Sanford.

▪ Description: The Town of Pittsboro is seeking to form a Downtown Pittsboro Advisory
Board to serve as an advisory committee for the Town’s downtown efforts, including
assisting in the administration of the Town’s Main Street affiliate program. A list is
included for potential appointments if the Board wishes to appoint any or all members
of the advisory board.
